Community meeting on new Regis Village multi-service campus for people experiencing homelessness—Saturday, Aug. 16 

The City of Hayward and Bay Area Community Services (BACS) will hold a community meeting on Saturday, Aug. 16, to provide information and listen to feedback on the planned transformation of the former St. Regis Retirement Center into a housing, treatment and care campus for people experiencing homelessness, especially those with complex medical needs. 


The project is part of a broader expansion and relocation of programs intended to increase the overall availability of permanent and transitional housing, close gaps in needed services and create more capacity for helping people off the streets and into recovery and lasting homes. 


The new multi-service campus, called Regis Village, on the grounds of the former St. Regis Retirement Center in downtown Hayward, will offer permanent and transitional housing with supportive services, medical respite recuperative care, a sobering center, a substance-use diagnosis and harm reduction program and a health and wellness center for residents. 


In addition, the Hayward Navigation Center, which has provided transitional shelter to more than 600 individuals since November 2019, will relocate to Regis Village, freeing up its site on the City’s industrial west side for the new Waypoint Mental Health Rehabilitation Center, serving individuals requiring the most intensive services in a secure setting. 


The Waypoint Mental Health Rehabilitation Center will be developed by BACS with a $32 million award from the State of California and will have on-site psychiatric and medical care, therapy, wellness activities and more. It is intended to provide a holistic treatment and care alternative for people currently cycling between psychiatric hospitals, emergency rooms and homelessness. 


The Regis Village community information and listening meeting will be co-hosted by the City of Hayward and BACS and is scheduled to take place from 2 p.m. to 3 p.m. Saturday, Aug. 16, in the Fremont Bank Room of the downtown Hayward Public Library, 888 C Street.
