Greetings, Russell City Community,

Thank you all for participating in the Redress Fund survey which closed on October 3, 2025. There were 254 responses to the survey, along with ideas and suggestions for how the $1.2 million fund can benefit the Russell City community. The City of Hayward in partnership with the County is now in the process of examining the results of the survey, which complements previous surveys and outreach to the community. Although our analysis is continuing, the initial findings indicate the first priority area of the Redress Fund should be focusing on surviving seniors whose property was taken from them by Alameda County and annexed into the City of Hayward in the early to mid-1960s.

Survey results and communication with the Russell City community over the last few months indicate an additional category is likely to include residential tenants/renters forced to relocate when the property on which they were living was taken by Alameda County.

The City of Hayward will announce eligibility criteria as soon as possible and is also continuing to work with the County to identify a philanthropic partner to support this collaborative process.
